Urgent Attention Required: Alleged Financial Improprieties at the Rural Electrification Agency

January 17, 2024

Dear President Tinubu,
I hope this letter finds you well. I am writing to bring to your attention a matter of significant concern regarding the Managing Director of the Rural Electrification Agency (REA), Mr. Ahmad Salihijo. Recent reports and petitions have raised serious allegations of financial improprieties, money laundering, and breach of the Public Procurement Act against Mr. Salihijo.

In May 2023, Sahara Reporters published an article stating that a petition had been sent to the Economic and Financial Crimes Commission (EFCC) regarding these allegations. Furthermore, Mr. Salihijo was summoned before the Code of Conduct Bureau Tribunal to address allegations of violating Public Service Rules and his failure to resign his directorship in Velocity Logistics. It is important to note that Mr. Salihijo denied these claims.

Another alarming allegation is that Mr. Salihijo awarded his own company a contract worth N200 million. Additionally, the Fight Against Corruption Network (FACN) has called upon the anti-graft agencies to investigate and prosecute Mr. Salihijo, as stated in a recent statement by its Executive Director, Ayoola Bakare. The statement also reveals the existence of multiple bank accounts associated with Mr. Salihijo, raising further suspicions.

The allegations against the REA and its directors have caused significant concern among stakeholders, who fear fraudulent practices and misappropriation of funds. As such, it is crucial that a thorough investigation be conducted to address these issues promptly and ensure the success of the Renewed Hope Agenda.

Furthermore, it has come to our attention that Mr. Olaniyi Netufo, the Executive Director of Corporate Services at the REA, may have also engaged in contracts fraud. Our investigation revealed that Mr. Netufo has held a position as a director and shareholder of NECOL (Nigeria) Ltd, a private company, for over two years, which is in direct violation of the Code of Conduct Act and Tribunal Act.

Given the gravity of these allegations and the need to maintain transparency and uphold the principles of good governance, we urge you to direct your attention to the Rural Electrification Agency and initiate a comprehensive investigation into the allegations against Mr. Salihijo and Mr. Netufo. This action will not only demonstrate your commitment to fighting corruption but also ensure that the REA operates with integrity and efficiency.

We kindly request that you keep us informed of any actions taken in this regard. Your swift response and decisive action will go a long way in restoring public trust and confidence in the REA.

Thank you for your attention to this matter.

Yours faithfully,

Haruna Alfa
National President, APC National Youth Vanguard (APCNYV)
